Now when we talk about Delhi and Delhi property we also need to know about MCD that governs property and civic law in the capital. So to start with lets get to know how MCD was formed and how it has been functioning since its existence.

The Municipal Corporation of Delhi (MCD) was a municipal corporation, an autonomous body that governs 8 of the 9 Districts of Delhi, in the state of Delhi, India. It was one of three municipal corporations in the National Capital Territory of Delhi, the others being New Delhi Municipal Council, and Delhi Cantonment Board. The MCD was among the largest municipal bodies in the world providing civic services to more than estimated population of 11 million citizens in the capital city.

Within its jurisdiction are some of the most densely populated areas in the world. It has also the unique distinction of providing civic services to rural and urban villages, resettlement colonies, regularised unauthorised colonies, Slum/Squatter Settlements, private 'katras' etc.

MCD came into existence on the 7th of April, 1958 under and Act of Parliament. Prior to that DMC ( Delhi Municipal Committee ) was the principal civic body of Delhi. Eminent Freedom Fighter Guru Radha Kishan has the honour to represent MCD ( initially Delhi Municipal Committee ) for most consecutive years as a Councillor. The first elected Mayor of Delhi was Aruna Asaf Ali and Pt. Trilok Chand Sharma served as First Mayor of Delhi. Since then, the Municipal Body has always been alive in its constitution and functioning to the growing needs of citizens. The 1993 amendment of the Act brought about fundamental changes in composition, functions, governance and administration of the corporation.

The Municipal Corporation of Delhi has managed to collect Rs.1,500 crore in property tax during the financial year 2010-11, according to the civic body.

As per estimates the gross collection during the financial year 2009-10 was Rs.1,158 crore. and as per the new data the MCD has been able to collect 29.5 per cent more property tax this year compared to the last year. The gross property tax collection this fiscal has increased by Rs.342 crore.

It is also due to the fact that the number of taxpayers has also increased from 9.8 lakh last year to 10.4 lakh this year. In terms of percentage, there has been a growth of 5.5 per cent in number of taxpayers.

The transfer duty collection, which forms part of the property tax collection, was Rs.728 crore during 2010-11 compared to Rs.460 crore collected during 2009-10. The property tax collection during 2010-11 is Rs.772 crore compared to Rs.697 crore during 2009-10. The growth in collection of pure property tax collection was 10.6 per cent.

The MCD had also launched two property tax settlement schemes, one under the old rateable value system and other under the unit area method introduced from 2004. Both the schemes were on till March 31.
